1. Won’t patrons be losing their rights under Common Tenure?
Patrons, subject to the rights of the parish representatives and the bishop, have the right to nominate someone as incumbent. That will not change under Common Tenure. What will change under Common Tenure is that there will be more appointments as incumbent because, under the new arrangements, clergy can be appointed as vicar or rector subject to pastoral reorganisation. Thus there should be more opportunity for patrons to exercise their rights than they do under the present law.
2. Why will suspensions be reduced when they are a necessary response to falling clergy numbers?
There will be a reduced need for suspensions, as clergy can be appointed as vicar or rector on Common Tenure subject to pastoral reorganisation. There will need to be firm proposals for pastoral reorganisation, and, if these result in dismissal, a safety net of stipend of up to one year will be payable until another suitable post is found. If the proposals do not result in reorganisation within a designated period, the appointment will become permanent until retiring age.
