1. How much help is required and how much does it cost? How will we find time for this?

The extent of the assistance each diocesan bishop will require and therefore the cost of it cannot be assessed on a global basis.  An estimate of the likely additional cost of professional human resources advice for the clergy to the Church was given in the review group report.  As with all new initiatives, the ability of an organisation to find time to do it may require some existing work to be stopped if it is felt to be of less significance.

2. What will be the set up cost of providing professional human resources advice for the clergy and the running costs (fixed and variable) thereafter?

This will depend upon which model is selected, whether dioceses share costs, what and how much is done from national level, the current cost of providing professional human resources advice etc and is something that DBFs will need to have quantified when they respond to the consultation.  There is however, an illustrative cost set out in the first and second reports of around £1 - 1.5 million across the Church.

3. How do we reduce potential financial liabilities?

As in other areas of church life, the answer is to manage the risk effectively – ensuring staff/senior clergy who have responsibility for managing the environment in which clergy work are properly trained to do so, that all processes (appointment, termination, deployment etc) are transparent and open, that proper development is given to clergy, that professional advice is taken when problems occur.
