In approaching this question, our theological approach is shaped by the example and teaching of Jesus who stood alongside those who have no voice, particularly children. We need to demonstrate our obligations to all children and strengthen theological and ethical reflection on the role of church and state in protecting children and on the responsibilities of parents.
The Church of England has always given a high priority to its ministry to children and young people through its volunteer and statutory activities such as parent and toddler groups, playgroups, Sunday schools, youth clubs and schools.
