When section 17 of the Measure comes into force the Commission will have a power, with the agreement of the Archbishop of the Province, to require the process for creating or reviving a suffragan see to be followed in respect of any vacant see if considers that the proposal to fill the see requires further consideration.
The process for creating or reviving a suffragan see (laid down in section 18 of the Measure) involves a report by the Commission, which must include
a statement of the effect of the proposal on the mission of the Church of England, and
an estimate, drawn up in consultation with the Church Commissioners, of the financial effect of the creation or revival of the see.
The approval of the diocesan Synod and the General Synod is then required.
Transitional Arrangements
Pending the coming into force of section 17, certain provisions of section 18 of the Dioceses Measure 1978 remain in force and these are set out on the document here .
The Commission is entitled to receive a copy of any instrument delegating functions to a suffragan or assistant bishop under section 13 of the Measure.
