Spending Review Follow Up Groups

 

Resourcing Mission

Terms of reference: “to identify achievable ways in which the financial and other resources of the Church of England might be best deployed (a) to secure their equitable distribution across the Church and (b) to facilitate local mission objectives and plans”

Terms of reference: “to identify ways in which greater mutual accountability, transparency and the communication of good practice can be secured among the different parts of the Church of England through the sharing of more information about the application of financial resources to meet needs and opportunities and further the mission of the Church.”

A steering group chaired by the Bishop of Chelmsford and also containing Dr Christina Baxter, from the Archbishops’ Council, and the Dean of Wakefield, from the Church Commissioners has been appointed to ensure coherence and consistency of approach. 

A further task group made up of NCI and diocesan chairs and officers is looking at scope for administrative resource-sharing in line with the proposal made in Annex C to the spending review paper. Its membership and full terms of reference are:

  • David Briggs, Birmingham DBF chairman
  • Philip Arundel, Ripon & Leeds diocesan secretary
  • David Kemp, Canterbury diocesan secretary
  • Christopher Daws, Church Commissioners' financial secretary
  • (Till Nov 04) Shaun Farrell, Archbishops' Council financial secretary

Terms of Reference: “to identify areas of diocesan activity where there may be potential for significant savings in time, energy or money, through appropriate collaboration and sharing of resources, whether nationally, regionally, or between neighbours; to identify approaches to new areas of work, especially those likely to arise from new legislation, where co-operation between dioceses would be better than each going its own way; and to report to the Chairs’ and Secretaries’ Consultative Group.”
