Latest News April 2008 - Shared Ownership replaces Value Linked Mortgage Scheme

The Pensions Board has launched Shared Ownership, a new housing scheme for retiring Church of England clergy.

Modelled on similar schemes available within the housing sector, Shared Ownership allows retiring clergy with capital to purchase a share in a property for their retirement. Subject to affordability criteria, the Pensions Board will invest up to £150,000 in a property in return for the payment of a monthly rent and a service charge.

Shared Ownership replaces the Pension Board’s Value Linked Mortgages, which are closing to new borrowers due to changes in tax rules (which regard mortgage interest rates that are lower than the ‘official’ HMRC rate as a taxable benefit to borrowers).

Introduced on 6th April 2008, Shared Ownership offers a number of advantages over Value Linked Mortgages: there is no tax liability; and the Pensions Board undertakes the day-to-day ‘management’ of the property, organising all repairs, maintenance and periodic improvements. There are no nasty shocks for occupants as all costs are smoothed out via the rent and service charge arrangements.

Shared Ownership will be offered as part of the Pension Board’s CHARM (Church’s Housing Assistance for the Retired Ministers) scheme, alongside properties for occupation under licence (rented accommodation). The Board also offers accommodation in seven Supported Housing schemes across the UK.

Church's Housing Assistance for the Retired Ministry (CHARM)

Image of the key to the doorThe Church's Housing Assistance for the Retired Ministry (CHARM) came into operation in 1983.  The Board, with funding from the Church Commissioners, is able to assist beneficiaries with retirement accommodation via the Shared Ownership scheme, with properties for occupation under licence (rented accommodation), or in Supported Housing Complexes (formerly referred to as Residential Homes).

"Rented" Scheme

Beneficiaries may apply to the Board for “rented” accommodation from six months prior to retirement.  The terms and conditions of the scheme, including the type of property which would be acceptable, and some useful questions and answers, is contained within the “Retirement Housing” booklet, which can be downloaded by clicking here.

Supported Housing

With accommodation specifically designed for the needs of elderly people, the Board has provided a number of modern, purpose designed Supported Housing complexes around the country for its beneficiaries, which are built to the highest standards. Accommodation is in the form of self contained flats within a caring Christian community, which enables residents to live an independent life but still have the comfort, support and security of having fully trained staff on hand if needed, together with the companionship of others.

Care Home with Nursing

For those beneficiaries who require nursing care, the Board administers a care home with full nursing which is able to accommodate 35 patients mostly in their own rooms but with a number of shared rooms for married couples.
